Foreign E-commerce Platform Applicability

Vietnam's E-commerce Law No. 122/2025/QH15 and Decree No. 248/2026/ND-CP took effect on 1 July 2026. Company-specific obligations depend on whether the business is a platform operator, the platform subtype, online-ordering functionality, Vietnam-facing triggers and, for some structures, treaty position.

Do not assume every foreign seller or platform has the same representation, local-entity or deposit requirement. The VND 20 billion deposit mechanism is not universal; it is tied to a specific treaty-exception pathway for relevant platform cases.
